The whirlwind ability has been reprinted several times and shifted to almost every type in the entire tcg (barring dragon, which will invariably get it due to the nature of Dragon Tail.) The designers clearly did not realize the inherent problems with this sort of effect: your opponent will get a free switch, no matter what. While there will be many situations in which he will not want this effect to occur, the bigger his bench gets, the more likely that he will simply switch to something that will crush your hopes of victory.
The devs would later get their act together: many of these pokemon have alternate attacks that allow them to act without having to give the opponent free switches.

Maybe they just wanted Pidgey to be bad. Some Pokemon were made bad apparently on a whim. Just look at Base Gastly and Base Porygon. They must have been high if they thought that those cards would be even remotely playable.

Porygon used to be better in a prototype card, because it had double the HP and had a move that did damage.
