The new Electode V that was just announced today means that -EX is the only form of 2-prize card where Electrode was never printed (we saw Electrode ex and Electrode-GX).

Lapras and Snorlax also fit into this category!
We had Rocket’s Snorlax ex, Snorlax GX, and Snorlax V, but no Snorlax-EX.
We also had Lapras ex, Lapras GX, and Lapras V, but no Lapras-EX.

A lot of that roots from all of Gen 5 aside from Legendary Treasures had only Legendaries as EX Pokemon. Then it continued to be rare to get an EX unless you had a Mega Evolution or were still a Legendary Pokemon.

Probably because it’s an older promo. The only people who will have this will be people who specifically bought the product/s that this promo came in, so the chances of people just having it and deciding to sell it later on are considerably lower than your average pullable card. That’s just my best guess though
