Does 10 damage to each of your opponent’s Benched Pokémon that has any damage counters on it. (Don’t apply Weakness and Resistance for Benched Pokémon.)

The overwhelming majority of cards in EX Power Keepers are cobbling together extant attacks from cards printed in the EX era (though some attacks are pulled from earlier eras). At this point in the TCG and especially going onwards, this is going to be generally true, but for EX Power Keepers there’s a particular reason it’s true. Not to write a huge preamble, but many EX Power Keeper cards debuted in North America and international markets before Japan(!), and while I’m not personally sure how sold I am on the story TPCI made the set in America and PCL approved it only after the fact, there’s probably ~more than some~ element of truth to this.
Cards like this support the story – that in an attempt to make the approval process as easy as possible, they lifted attacks and their names wholesale from extant cards, and so here we have Absol using “Psychic Pulse” – lifted from DF Flygon 𝒆𝒙 ẟ and modified to fit a Basic card vs. a Stage 2. However, it doesn’t make a ton of sense for Absol to use an attack called Psychic Pulse, and to me, that does make it feel like a kind of ‘artefacting’ that gives away the creation process for this set. (Actually, and I’m only noticing this now, but given Cursed Eyes is a buffed version of Curse from the {P}-type Fossil Gengar, and Psychic Pulse would’ve fit a {P} Pokémon better, I wonder if Absol 𝒆𝒙 was originally mean to be a {P} Pokémon 𝒆𝒙 that got rejected, and rather than do a new card from scratch they just swapped the Pokémon?)
