I have a sneaking suspicion that this and the other Persian-GX were originally planned as a tag team, but then split into separate cards.

I could definitely see Honchkrow and Weavile being planned as a tag team originally!
Also, maybe Jirachi and Latios? Obviously Latios was always going to get a TT with Latias. But a second psychic type (Gen 3 focus) TT could’ve been planned originally.
