Kizuki brought back her Neo artstyle for this card, likely as a nod to her Neo Revelation’s Aipom.
She did a similar thing with Legendary Treasures Mismagius, likely as a belated partner to Legends Awakened Misdreavus.
I miss her Neo and Rocket artstyles so much :(
Her modern art is bland at best and uncomfortably warm-toned at worst. Back in the day though, she was one of my absolute favorite illustrators.

I’m of the impression she was either asked, or else decided to, change her artstyle starting with Gen 5 of the TCG.

This could be an old unsubstantiated guess/”rumor” I’m bringing back, but back in the day it was stated as fact on some TCG site* that her artstyle was a deliberate homage to old eastern European art styles.
