Retreat costs are often super consistent for a given Pokemon. Arcanine, unusually, has a card with a 4-energy retreat cost and a card with a 1-energy retreat cost!

How is this even true? I just went to see how true this is and Ivysaur also has cards with 1 retreat cost and 4 retreat cost and when I look at other cards (even new Pokemon) it is not very consistent at all
