    So, how does Ripple Swell work with the 4 of each card limit? Was that rule not in effect at the time?

      If you read the text just above the attack, you’ll see that you’re allowed as many Arceus in your deck as you like.

    If the card text were to follow modern conventions:
    {@} Ripple Swell
    You can use this attack only if you have 6 Arceus in play and each of them is a different type. For each of your Arceus in play, search your deck for a Basic Energy card and attach it to that Arceus. Then, shuffle your deck.
    {C}{C}{C} Sky Spear
    Put all Energy attached to this Pokémon in the Lost Zone. This attack does 80 damage to 1 of your opponent’s Pokémon. (Don’t apply Weakness and Resistance for Benched Pokémon.)
    Arceus rule: You may have any number of Arceus cards in your deck.
