There is nothing entitling Bagon to {F} Resistance. DP+Dpt era seemed to want to do a complete rejig of the way Dragon Pokémon were handled for Generation III for the TCG both in terms of attack costs and W/R, but it’s inconsistent about it;
· Rather than want to maintain idiosyncratic attack costs for each Dragon Pokémon and family, most Dragons are ‘demoted’ to simple Colorless costs – reverting back to the Base+Gym+Neo system, rather than the e-Card+ADV+PCG system. But it’s inconsistent about this, with Salamence, Latias and Latios, and Rayquaza cards of the DPt era maintaining ‘wonky’ attack costs. (It’s not even consistent! LA Rayquaza‘s {R}{L} attack cost carries on from Generation III, but Rayquaza 𝘾 Lv.X has a wonky {W}{P}{F} cost…*)
· Rather than any special dual Resistances or otherwise “in exchange” for a {C} Weakness, Dragon Pokémon only get a Resistance if they’d normally be entitled to it. Dratini and Dragonair cards of the era have a {C} Weakness but no Resistance – Dragonite also has a {C} Weakness and gains a {F} Resistance because it’s become a Flying type. Latias and Latios shouldn’t have an {F} Resistance, but it’s either a flavor thing (they are constantly flying about…) or deference to their in-game ability Levitate** that grants them an {F} Resistance for the DPt era of the TCG.. fair enough. But Bagon and Shelgon aren’t flying around or Levitating either which way – the Resistance makes no sense.
* This is a special case and kind of fair enough for a pseudo-Owner’s Pokémon – Pokémon 𝘾 are all Colorless except for the {W}-type Milotic 𝘾, the {P}-types Roserade 𝘾 and Spiritomb 𝘾, and the {F}-type Lucario 𝘾.
** I really do think it’s more a flavor thing than related to Levitate. A quick cross-section of other Pokémon with Levitate in the DPt era didn’t pull up cards with {F} Resistance..
