General question about devo-ing. So if I use this on my opponent can they just evolve their Pokemon on their net turn? Or would the devolved Pokemon be considered as coming in to play on that turn?

Yes – I’m 99% sure that your opponent could just evolve their Pokémon again next turn.

what happens if you try to devolve a basic pokemon? does it go to the opponents hand? does the game end? would that even be possible?

Short answer, no, it’s not possible. You can’t devolve a Basic Pokémon, because they aren’t “evolved Pokémon” in the first place.
However, there are always exceptions, and at the risk of overly confusing matters… it depends if the Basic Pokémon is an “evolved Pokémon” or not. I’m not sure about the modern game, but going back to the EX/DP era, as an example: if you used Pichu’s “Baby Evolution” Poké-Power to evolve it into Pikachu, then Pikachu–despite being a Basic Pokémon–would be an “evolved” Pokémon which you would be able to devolve.
On the flipside, if you look at Orbeetle’s (BST 065) Evomancy attack as a prime example, it allows you to put Stage 2 Pokémon directly onto the Bench – but those Stage 2 Pokémon aren’t “evolved” from anything, because they’ve been placed directly onto the Bench, so they can’t be “devolved” either.
