There are few other examples of “full HP”:
Crustle BCR; Gigalith PHF and Donphan LOT

There was a change in card syntax after Platinum Arceus it seems. Probably after the game shifted from being for ages 10 and up to 6 and up. Though I feel like “full HP” could raise more questions than the card saying “has no damage counters on it”
