The *very* first, though, is apparently good ol’ Base Set Bill. While he wouldn’t get Supporterified for us until HGSS, he got a Supporter promo in Japan in September 2001.
This card is featured in Pokémon TCG GB2, which I’ve found weird for a while because the game is otherwise almost entirely focused on “Base–Rocket”, and despite coming out in 2001 (i.e. after the first 3 Neo sets had come out in Japan), it mostly pretends Neo era doesn’t exist. The apparent rationale, at least for this card, would be this card’s inclusion in Intro Pack, the last “Classic era” product released in Japan.
Most English resources I’ve found are erroneously listing Neo 1 as the debut of Bill’s Teleporter, which is off by about half a year.
