      One would think a “Fire” energy would HAVE to be attached before any player would even contemplate attempting to use its attack.

    Metronome will only ignore requirements that use the exact text “in order to” so by using this slightly more awkward phrasing it keeps Metronome from copying the attack unless the Metronoming Pokémon has a [F] Energy attached. I’m not sure if it is relevant at the time this card was released, but reducing the energy costs for attacks is also not an uncommon effect in the modern version of the game.
