Blissey V is not a top-tier card, competitively speaking, but it is up there, and the focus of its own deck. I’ve archived a decklist so future visitors of the site can get an idea of how it saw use: https://archive.ph/KQ8JZ
Blissful Blast has no damage cap, so you sit Blissey V on your bench and keep powering it up. ASR Miltank is out front and center ignoring attacks from Pokémon V (which are running rampant in the format right now), and you’re probably running Crushing Hammer and other cards just to mess with your opponent while you’re focused on building up Blissful Blast to a point it can OHKO any Pokémon your opponent sends out.
– FST Dunsparce is there to negate the Fighting Weakness (there aren’t really any big [F] threats out there right now, but it stops one from developing as an easy counter to this deck).
– I can see CEL Yveltal‘s Cry of Destruction attack being somewhat useful in the context of the deck, but I think it’s primarily there because it’s the only way you’re doing any real damage in a mirror match (or against any other deck running Miltank).

Thanks for sharing this! I’m also guessing that the presence of CEL Yveltal renders Fan of Waves less necessary?

I dunno, I mean, does that card see much play at all as it is? I think you’d prefer to discard Special Energy from your opponent’s Pokémon (like the way Enhanced Hammer was capable was doing), vs. returning it to their deck the way Fan of Waves does.

Until Enhanced Hammer sees a reprint, sadly Fan o’ Waves is the best we’ve got. It’s not the best card, but it’s a solid option to run alongside Crushing Hammer. (I use it in my Stonjourner VMAX deck)
