Does this count as just “Burmy” for the purpose of evolving into Mothim? If it have to, right? There wasn’t any card that was just named Burmy until years later.

It doesn’t count as just “Burmy”, but you are right in assuming you can evolve.
Mothim cards from the DP era are technically incorrect. The “evolves from Burmy” text should include all variations, but the text would be too long:

That said, the ruling affects that Mothim, not “Burmy Plant Cloak”. So, the Mothim from Fates Collide shouldn’t be able to evolve from “Burmy Plant Cloak”.
I said “shouldn’t” because the details of the ruling are still obscure and most likely wouldn’t consider that later on another Mothim that evolves from a card named just “Burmy” would exist. If you need a definite answer for this specific case, ask at the pokegym forums.
