I played against a Vilebox deck Round 3 of SoCal Regionals. It used Celebi EX. At first I thought it was for using Oddish or Gloom’s attack to counter Blastoise, but then I realized that you could just attack with it to counter Blastoise. The effect of Wind Whisk also makes it so you need a Catcher to knock it out or it will do it again next turn.

Because it has such low HP for an EX Pokemon, I see why you can play hard to get with it.
