The attack “Psychic Shield” appeared three times in Gen 3, and after that, never again. Although a spiritual successor GX move came back on Jirachi GX.

“Once during your turn” means that if I put two Celebi ex in the bench during the same turn I would only be able to use one Time Reversal power?

no – once per turn (for this celebi) is what it should be interpreted as. See fezandipiti ex from SFA for example wording where you would not be able to use more than one per turn across all copies.

No, the “once during your turn” clause applies to each individual instance of Time Reversal. Two Celebi ex would allow you to Time Reversal twice in a single turn. (Even 1 Celebi ex and 1 Super Scoop Up would work, since leaving and reentering play makes it a different Pokemon as far as the game itself is concerned.) There are phrases that work the way you’re thinking, though:
