Attach Cessation Crystal to 1 of your Pokémon (excluding Pokémon-ex) that doesn’t already have a Pokémon Tool attached to it. If the Pokémon Cessation Crystal is attached to is a Pokémon-ex, discard this card.
As long as Cessation Crystal is attached to an Active Pokémon, each player’s Pokémon (both yours and your opponent’s) can’t use any Poké-Powers or Poké-Bodies.

…It looks like they just got an ordinary rock and took a blurred photograph of it.
Kind of ironic considering this is an obvious unlimited-calibur card, though it still loses to Porydonk due to seeker being able to return the pokemon holding it to your hand before porygon2 starts recurring it.

Does this shut down Pokemon Powers? As in the abilities used in the first sets of the game, like Fossil Muk’s.

Any effect that simultaneously shuts down Poke Bodies and Poke Powers will also shut down Pokemon Powers. As it shuts down both, Cessation Crystal will shut down Pokemon Powers.
For future reference, though, note that if a card shuts down Poke Powers but NOT Poke Bodies, it cannot shut down Poke Powers. Fore example, Power Spray cannot shut down a Pokemon Power, even if the interaction would otherwise make sense.

This is missing the conditions for attachment above the effect
