A BASIC attacker armed with a 40 damage , one energy attack with virtually NO drawback. You cannot hit weaknesses or Iris/Pluspower it, but free damage placement is too good a benefit to ignore)
This is virtually unprecedented. The only other pokemon to pull this off is the DRV/DRX Rayquaza printing, and even that one has an essential drawback attached to its attack.
That being said, while this thing could have a place in several decks, it is no Mewtwo-EX

Latios-EX · Roaring Skies (ROS) #58 has a better attack (40 for 1 Psychic and you can use it if you go first), but I think this one will see play in M Gallade-EX · Roaring Skies (ROS) #35 decks, since they’ll focus heavily on damage spread.

Those 2 cards were made at the tail end of the Black & White era where basically every EX at the time was a Legendary Pokemon. That “experiment” paved the way for just letting any Pokemon be an EX starting with XY-on (like Heracross, Hawlucha, etc.)
