    Why did they make Chansey ex if Blissey already existed? Same goes for Scyther ex.

    The point behind the (abortive) early exes is that they were trying to cash in on the fame of the basic mainstays in the pre-e-reader sets (mainly the classic sets, but Sneasel got a second shot at fame as well). Even though scyther and Chansey both received evolutions in the interim, they decided to print them purely for their base set fame.
