The only time I could see why you’d want to do this is if you want Poison to KO your opponent’s Pokemon so certain effects wouldn’t work.

Charity was a Mr. Mime Jungle counter for decks that had no viable attackers that could hit for less than 20.

Obviously, you’re supposed to use this card to trick your opponent into letting his guard down. He’ll feel bad for you, inviting you into his home to stay for the night, and when he’s asleep you can stab him in the back with Geodude (Fossil 47)’s Stone Barrage attack for over 9000 damage.
I’ve never actually done it myself, but it seems like a reasonable strategy.

What if you used this in an Unlimited deck with Accelgor DEX? You could control where your Deck and Cover loop ends every time.

People seem to think Mr. Mine was the only good you’d ever get out of this card. But Gold Berries were very popular when they first came out. In fact most people used them exclusive as their means of healing. They did have a big downside though, they only activated when the Pokemon they were attached to had taken at least 40 damage. Charity was a great way of sneaking under them.
Let’s say the defending Pokemon has 90 health and a Gold Berry, and your active Pokemon does 60, normally you’d two shot them, but now you’re looking at a three turns to knock it out now, which is an extra turn for it to retaliate. But with charity you can reduce your attack to 30, them hit then hit full power next turn, wasting your opponent Pokemon and their trainer card. Also since charity returns to your hand, you can reuse a single one indefinitely. You could even attach it to your active Pokemon, an then use something like Professor Elm or Cleffa, and when you get it back next turn you’d now have nine cards in you hand to work with, great for things require discarding like Item Finder or Computer Search.
