Delphox is the only Pokemon I can think of where its stage 1 pre-evolution gets more attention in the TCG than it does. Delphox got one -EX card (not even with a full art version!) and a BREAK card and that’s it.

It would seem that Himeno elects to illustrate Charizard for the TCG exactly 10 years apart. 2009 was his first zard card.

I don’t think that was her own decision — as far as I know, illustrators get the pokemon assigned to them and rather than getting to choose for themselves.
I make this assumption based on Hitoshi Ariga’s comments about his first illustration being Misdreavus (his fave pokemon) implying it was purely coincidence: https://www.deviantart.com/hitoshiariga/art/Misdreavus-385156226
