I have a hard time ranking “best,” but yes, the addition of the Trainer Gallery was a noticeable improvement in the quality of main sets that has continued into the Scarlet and Violet era.
And while I know there is a very vocal minority that likes to bash Charizard, there are many dedicated Pokémon fans who genuinely care about Charizard for their own sake and not because it’s “the cool guy.” Holon Phantom, owner of one of the largest dedicated retro Pokémon TCG YouTube channels, has loved Charizard since he was a boy playing Pokémon Red (Or Blue, which would be ironic). I’m just glad we’ve started getting Charmander with each new Charizard again. :)

Some of my favorite cards from Brilliant Stars are the Torterra line, Lapras, Lumineon V (All the art variations), Whimsicott V (Fluff Gets in the Way is an amazing attack name, whatever Whimsicast may say), Gible, Farfetch’d, the Bibarel line, Boss’s Orders (Cyrus), Magma Basin, Ultra Ball, the Honchkrow V Alt Art, the Eeveelution, Octillery, Zekrom and Alcremie Character Rares, and the Urshifu VMAX Character Rare line.
