This completely unassuming card got a very special reprint in a deck that Creatures handed out to its employees and various individuals to celebrate the 25th anniversary of the TCG. Charmander represents the year 2007. Appropriately enough, since EX Power Keepers was printed in Japan as a special “World Champions Pack” during their DP era, the back of the Charmander card has a blurb on the 2007 TCG World Championships.
