    I wonder if there was any intention on making another secret rare Charizard in the EX era. Charmander got one in FR/LG, Charmeleon gets one in TRR. The next set was Deoxys but no new Charizard until Crystal Guardians and no secret rare ‘Zard until Stormfront

      If I remember correctly all these secret rares were promos in Japan, so probably there wasn’t a whole lot of intention to it.
