No, the special energies only count as their specific energy when they’re already attached to something. If you wanted to accelerate them, I think the only options are Shining Mew SLG and Porygon-Z UNB.

I like how the whole “Pokémon with Rule Boxes” attempts to make such an inconspicuous debut in the TCG. The original JP is an even vaguer “Pokémon with rules” –「ルールを持つポケモン」(though I feel obliged to specify that vagueness is only when taken out of context and does have some deliberate ‘loaded meaning’ in the way it’s presented in the body of ability/attack/other language). It’s clearly meant to be future-proofed language to capture any and all multiprizers in Standard and Modified (i.e. GX, TTGX, V, VMAX, VSTAR, and the upcoming pseudoreturn of ex), but I am curious as to how does this language interact with cards with other types of rule boxes – Prism Stars, Shinings, and Radiants all have ‘rules’ on them, as do Gen 2 era Unown and Gen 4 era Arceus? (The latter two probably being more a ‘house rules’ thing, but how the first three are handled would probably indicate how they ought to be.)

I can’t speak to the Japanese terminology, but “rule box” covers EXs, GXs, Vs, Prism Stars, Radiant Pokémon, and BREAKs — but not modern Shining Pokémon or Amazing Rares since they lack an actual rule box (or any special rules at all).
