No, the special energies only count as their specific energy when they’re already attached to something. If you wanted to accelerate them, I think the only options are Shining Mew SLG and Porygon-Z UNB.

It’s not about what Cherrim’s Ability says, it’s about what Aromatic Energy says. It only provides Grass Energy when it’s attached to a Pokemon, so when it’s in your hand, it’s typeless, meaning Cherrim can’t accelerate it.

Holy heck you are right. Same with Frosmoth. I just tested both in live. I cant believe how wrong I have been playing this. Why does Baxcalibur specify basic water energy but frosmoth just says water energy?

Tl;dr There haven’t been any Special Energy eligible for type-specific Energy acceleration (Other than Colorless) since HeartGold SoulSilver, and you are far from the only person who doesn’t or didn’t realize you can’t attach cards like Aromatic Energy with type-Specific Energy acceleration.
Ultimately Pokémon probably should have been saying “basic [type] Energy” in abilities for the past several generations, because they decided at least as early as XY (And as far
back as the previous generation) that they weren’t going to print monotype Special Energy that provide a certain Energy type anywhere except in play. Out of the 7 Special Energy cards that specifically mention providing Water Energy (https://pkmncards.com/?s=type%3Aspecial-energy+%2Btext%3A%22%7BW%22), the only one that doesn’t have a “while in play” or “while attached” clause is Aqua Energy. Now, there are an abundance of Special Energy that provide Colorless Energy wherever they are, but apart from that, the only exceptions are (Special) Darkness Energy, (Special) Metal Energy and Magma Energy. Apparently not letting you attach cards like <a href=”https://pkmncards.com/card/strong-energy-furious-fists-ffi-104/”>Strong Energy with type-specific Energy acceleration is part of Pokémon’s design philosophy, and far too many players never figured out the importance of that “while in play” clause (My brother was attaching Coating Energy with Metal Saucer every time we played Blacephalon UNB versus Lucario & Melmetal GX / Zacian V SSH during the pandemic), so they just decided to simplify. Why keep a commonly misunderstood wording convention if it’s only relevant in Unlimited and Legacy?

I like how the whole “Pokémon with Rule Boxes” attempts to make such an inconspicuous debut in the TCG. The original JP is an even vaguer “Pokémon with rules” –「ルールを持つポケモン」(though I feel obliged to specify that vagueness is only when taken out of context and does have some deliberate ‘loaded meaning’ in the way it’s presented in the body of ability/attack/other language). It’s clearly meant to be future-proofed language to capture any and all multiprizers in Standard and Modified (i.e. GX, TTGX, V, VMAX, VSTAR, and the upcoming pseudoreturn of ex), but I am curious as to how does this language interact with cards with other types of rule boxes – Prism Stars, Shinings, and Radiants all have ‘rules’ on them, as do Gen 2 era Unown and Gen 4 era Arceus? (The latter two probably being more a ‘house rules’ thing, but how the first three are handled would probably indicate how they ought to be.)

I can’t speak to the Japanese terminology, but “rule box” covers EXs, GXs, Vs, Prism Stars, Radiant Pokémon, and BREAKs — but not modern Shining Pokémon or Amazing Rares since they lack an actual rule box (or any special rules at all).
