Chinchou has the same set of attacks here as he did in Neo Revelation. This is usually not done, and when it is it seems to be on accident rather than deliberately* – and I suspect that’s the case here, or else I think they would’ve kept Negative Ion’s {W} cost that it had in N3. Rather, this seems to be gluing together the appearance of these attacks on POP3 Plusle and POP3 Minun. (Though I could see it either way.)
* e.g. SW Lickitung has the same set of attacks as Vending Lickitung, SM227 Pikachu has the same set of attacks as the unreleased Sample Pikachu shown off at Space World 2001… I’m sure there’s other examples out there but instances where it just happens to have the same moves but isn’t a “spiritual reprint” are hard to find.
