Actually, it’s more likely based on Japanese stereotypes of construction workers. Sugimori described the legs as being based on construction knickers, referring to tobi trousers, and it’s likely the red nose is derived from similar iconography (I’ve seen it floated that the red nose is a common depiction of alcoholics, which is something that Sugimori obviously wouldn’t mention in the interview).

But yeah, the clown resemblance is strictly coincidental — the US just doesn’t have the same construction worker portrayals as Japan. Timburr and Gurdurr’s hairstyles also fall into this, with Timburr’s pompadour corresponding to how many Japanese delinquents would get construction jobs, and Gurdurr’s perm hairstyle was popular among workers in the 70s (known as a “punch perm”).
