Every Trainer card in EX Team Rocket Returns has the “R” stamp in the bottom left corner, but not every card in the equivalent JP set, Rocket Gang Strikes back, has it. They made a point of removing it for Copycat, since she obviously isn’t a REAL member of Team Rocket. I guess the translation team were fooled by her disguise and missed that during the translation process.
