This is Corsola’s first English card since Expedition.

This is a strange restriction, does it mean you can’t draw more then 10 cause that seems impossible or is it saying once your hand hits 10 cards no more draw. Usually in pokemon your hand can be as large as you want so this is unique

It’s saying you’d have to stop drawing cards when your hand hit 10 cards.

There was a Supporter card from the same set called Steven’s Advice that let you draw a card for each of your opponent’s Pokémon in play unless you already had more than 7 cards in your hand (Including the Steven’s Advice, as a future print and an errata to the original clarified). Not only were the restrictions similar in principle (Though not the same, since Steven’s Advice could let you draw up to 6 cards even if you barely had a small enough hand to play it), but there may have been a correlation between those two cards (Released in the same set) both having such restrictions… making sure players couldn’t just draw a silly amount of cards (Possibly a dozen or more in one turn).

Drawing a silly amount of cards in one turn was a legitimate problem in the 2007 Worlds format, with no hand disruption but Vaporeon ex to stop Holon’s Castform users from Delta Drawing their way to a 20+ card hand.

Corsola wasn’t played a ton, but it’s played in modern lists for the iconic 2004 Blaziken deck, since it combos well with High Pressure system. High Pressure system already works well with the deck because it lets you cut Team Aqua’s Manectric and promote a Torchic or Corsola or something to the active in order to use Blaziken’s Poké-Power to directly attach the Fire Energy to whatever you wanted to attack with.
