This would be an okay Terrakion counter, but a counter for a card that is usually used as a counter is too befuddling to see play IMO, especially as a stage 1. Maybe in a Magnezone deck =/

Base set arcanine damaged himself for 30 on using Reckless Charge. Camerupt settled with 20. Crustle,being the stingy bug that he is, will only accept the absolute minimum amount of recoil damage possible. X scissor is obviously superior to flamethrower, losing 5 damage on average, but averting recoil. I suppose the next step would be to print a variant that does NO damage on recoil.
I would have hoped , though, that this thing would be given a water weakness. In game, it’s actually not weak to fire , but in fact weak to water. If they did that, it would be even closer to base set Arcanine
