I think this card is the only thing that English players could look at that points to the idea of e-Card’s Crystal Pokémon and the EX era’s Delta Species Pokémon being narratively tied to each other, since a lot of the supporting narrative information that PCL had written up for both these blocks (in magazines, on their website, etc.) mostly never crossed the pond.
I think that it got a reprint in the PCG era was to make the connection even more obvious for everyone.

I lived in Australia for a while, and I regularly heard folks refer to the US as being across the pond.
Idioms are weird, particularly in English. It is a global language, being shared across so many different cultural experience, socioeconomic strata, etc. if this was an idiom being used in a different language, shared among a smaller population covering a smaller geographic span, then something like an expression about a pond may very well only be referring to one single, specific body of water, because all users of that language would probably be specific with that body of water and think of it when a phrase like “across the pond” mentions it.
