Three_Hundred_Health_Points. I know that it’s absolutely demolished by tool removal(and thus unlikely to ever make it in modified play), but wow.
Even with dice as damage indicators, Black Kyurem-EX is just going to be buried. If you’re actually using individual counters, you’ll have to keep a huge collection of them for every match.
Imagine one of the GB games trying to depict this guy’s HP count:

With Black Kyurem-EX (PLS) #95, it’s simply hilarious using a 300 HP Pokemon that does 200 damage. No matter how impractical.
If only this weren’t an ACE SPEC, I have a feeling this would actually be a decent card…

If you would have told the original team when they were first designing game that one day there would be a Pokemon with 300 HP and dealt 200 damage, they’d laugh at your face. Especially after you told them that it was worth 2 prizes and required a card you were only allowed one copy of.

Playing as a one-of in my Blastoise list. Tool Scrapper (DRX) #116 is being cut to make room for Hypnotoxic Laser (PLS) #123, so why can’t it work?
