I just learned of UPR Oranguru + Looker as a recovery strategy — definitely more consistent than this card, but obviously that comes at the cost of having you attack and then wait a turn to play Looker (which also leaves you vulnerable to your opponent forcing you to shuffle your deck)

UPR Oranguru is banned from Expanded, which is currently the only official format that would allow it otherwise. It’s also banned from GLC. Creatures, Inc. thinks that such an attack should probably have no place in a Basic Pokémon’s arsenal.
This kind of resource management can be seen on UNM Excadrill, which can restore more cards from the discard pile (4 vs 3), but they didn’t ban it because it’s an Evolution Pokémon.
The same situation happened with DEX Sableye, but not the other Pokémon that recover 2 Items from your discard pile because they are all Evolution Pokémon.
