As is fitting for a legendary Pokémon, it has many strange powers, including the ability to make rain or snow fall.
HEZ
Sees quite a bit of play in 100 card singleton (150) where searching for a specific card is even more important. Poor attack isn’t so bad as it can just find a Dragonite for itself if it’s forced off the bench.

When I was a kid, I was always afraid of evolving dragonair, knowing about the 4x ice weakness ,the lack of an electric resistance,and the rock weakness that the flying type would bring to it. I would hesitate to evolve it.
I guess the designers REALLY wanted you to hesitate to evolve it, too: TWICE in a ROW, they released a dragonair that was superior to the dragonite it evolved into. In fact, Giant Tail is overall a worse attack than tail strike, energy costs considered!
