    Are the markers even necessary? Why not just say “Your opponent places 3 damage counters on his or her Pokemon however he or she likes.”

      Because if there was a card that prevented damage from evolved pokemon, say… oh… i dunno.. Something like Celebi Prime that has used its attack…

      Since it’s damage and not damage counters, they could place all three on Celebi, and then ignore the damage entirely.
