Why did they make it a rare ?

Look at the two other Eevee evolutions in the set: the Jungle printings of Flareon and Jolteon, both of which appeared at the Holographic Rare rarity. While the card initially came with an uncommon rarity back in TR, I assume the designers valued the symmetry of releasing all three Eevee evolutions at the same rarity (presumably Holographic Rare, as all three of them are popular pokemon) over keeping them at their original rarities.
