Maybe because Basic Energy are kind of the “building blocks” of the TCG and so it’s sorta meaningless to compare them to other cards? E.g. What has more of an impact on the game, Fairy Energy or M Gardevoir-EX…technically the Fairy Energy, yes, but it’s of the “so what” variety of answers.
I note that Special Energy cards can still be rated.
OK, just that this set has some of the best Energy card artworks. IMO, you should be able to rate cards on the artwork and not just how useful they are.
Yeah, as @achildrenscardgame:disqus’s pointed out, basic Energy are fundamental cards so it doesn’t make a lot of sense to compare them against others. (The rating system is supposed to help determine playability.)

A separate rating system for artwork would be amazing. I can imagine Dark Tyranitar and Alolan Ninetales-GX getting VERY close to 100%!
