Poké-POWER ⇢ Constrain
Once during your turn (before your attack), you may use this power. Each player discards cards until that player has 6 cards in his or her hand. (You discard first.) This power can’t be used if Delcatty ex is affected by a Special Condition.
{C} → Upstream : 10×
Search your discard pile for all Energy cards. This attack does 10 damage times the number of Energy cards you find there. Show them to your opponent, and put them on top of your deck. Shuffle your deck afterward.
{C}{C}{C} → Tail Slap : 60
· Pokémon-ex rule: When Pokémon-ex has been Knocked Out, your opponent takes 2 Prize cards.

Delcatty had (still is? I don’t pay attention to the new games anymore) the lowest BST of any fully evolved Pokémon, if not all evolved Pokémon, so it’s really neat it got an ex card. Generation 3 was really good about giving a number of Pokémon who were power crept out of significance in the video games a chance to shine in the TCG.

Yup–as someone pointed out over on the page for SHF Greedent V, a new generation gives otherwise-mediocre Pokemon a chance to shine as multi-prize cards!
Other Pokemon I can think of that got this treatment (special ultra-rare cards in their debut gen, then never again [so far] in the TCG):
– Staraptor Lv.X
– Palossand GX
– Cacturne ex
– Oricorio GX
– Electivire Lv.X
– Alolan Marowak GX*
– Magmortar Lv.X
– Wishiwashi GX
– Armaldo ex
– Lurantis GX
– Gliscor Lv.X
– Gumshoos GX
– Florges EX
– Mightyena ex
– Rowlet GX (in tag team form)
– Floatzel Lv.X
– Salazzle GX
– Hariyama ex
– Alolan Raticate GX*
– Cradily ex
– Mesprit Lv.X
– Toxapex GX
– Exploud ex
– M Glalie EX *
– Dustox ex
– Turtonator GX
– Aurorus EX
– Alolan Sandslash GX*
– Mismagius Lv.X
– Crawdaunt ex
– Azelf Lv.X
– Claydol ex
– M Audino EX*
– Uxie Lv.X
– Tyrantrum EX
– Walrein ex
– Tangrowth Lv.X

* = it’s technically a Pokemon from an older gen, but got a new form in Gen 6 or Gen 7, respectively.

Obviously, we don’t have a crystal ball and can’t see into the future, so some of these Pokemon may very easily come back as ultra rare multi-prize cards. This is just a snapshot of where things stand right now!
(IMO, the Lake Trio, Magmortar/Electivire, and Gen 1 Pokemon like Sandslash and Marowak strike me as likely contestants for a future spotlight. Recall that Mawile, Pidgeot, Kangaskhan, Slowbro, and Beedrill were never ultra-rare cards until they got mega evolutions–and each one of them has since been printed as a GX or V)

(also, I intentionally left Heracross off this list cuz, yes, it didn’t get a multi-prize card until it was a mega evolution… but it’s such a FREAKING COOL Pokemon and one of the best fighters from Gen 2, so I anticipate it has a V card coming down the line sometime. Given that Gen 2 Pokemon like Magcargo and Shuckle popped up as multi-prize cards in a Johto-themed set, why not hope the same for our beetle boi?? )

Sure, I know all that! It’s just particularly special for Delcatty since she’s distinct for having an absurdly low BST, and she got great several other very good cards in the Gen 3 block. I think the R&S Base/Power Keepers Delcatty actually saw magnitudes more competitive play than this ex print did. Don’t rain on Delcatty’s parade here, folks!!
