   I do not play the TCG that much but would it make a difference if the Energy Ball ability said “… to Delcatty” instead of “… to your Active Pokemon”? This isn’t something that could be used if Delcatty wasn’t the active pokemon itself, no?

     2 things to consider:

     There’s a rule that cards that reference themselves by name should be interpreted as saying “this Pokemon” instead, which matters because there are ways to copy the attacks of other Pokemon. For example, if you were to use the contemporaneous Clefable ex’s Metronome attack to copy Cannonball, you would check the energy attached to Clefable ex, not Delcatty.
     At the time this Delcatty was printed, Double Battles were a thing, so if Cannonball had said “your Active Pokemon,” it might be interpreted to mean the combined energy attached to each of your Active Pokemon, not just the Pokemon using the attack. I’d need to check the Compendium or an old rule book to see if there’s a clear answer.

       It’s not a rule, it’s a mistake from translating. The original Pokémon cards always said “this Pokémon.” Also, you don’t need to check the Compendium. Lots of replies on this site explain that the Compendium has many errors, so it’s better not to use it.

         I’ve seen people question TPCi’s rationale sometimes, but even if they don’t have a track record of 100% accuracy to the original Japanese text and rules, the average English-speaking player is definitely NOT better off disregarding their official rulings.

         Is not a translation mistake, the original card text never mentions “自分につける” which refers to “This Pokémon”, you can see it on Rocket’s Zapdos or the Electrike from this same set.
         Delcatty uses “バトルポケモンにつける” which refers to Active Pokémon, like Metagross from Deoxys or Cacturne ex from Emerald.
         So in the context of Double Battles, you are allowed to attach an energy to either of your Active Pokémon, just because both of them are in the active.
