This card is obviously unplayable, but its stats are DISTURBINGLY high for a starter set pokemon. Charizard was (wrongly) considered THE chase rare from Base Set 1. Nowadays, they feel perfectly comfortable printing something with a supplementary attack, half the discard, 20 more power, 1 less retreat, and 20 more HP.

My general rule of thumb (a shallow and uninformed rule of thumb, but still a helpful one) when evaluating evolution cards:
“Can this pokemon function better than Terrakion, ignoring types?”
Applying that rule here:
On the good side, evaluating this card shows that it has slightly better HP and notably better retreat
On the bad side, however,Will-O-Wisp is strictly(and drastically) worse than Retaliate and Fire Blast is on par with (maybe slightly worse than, even) Land Crush.
I see no reason to appraise this STAGE TWO evolution as being any more powerful than Terrakion, a basic. As such, it isn’t even worthy of consideration for competitive play barring some sort of external restriction.

Agreed. HP is good, retreat is good, but not great for a stage 2. Will-o-wisp is a terrible move on any card.
