Deoxys is not able to be transferred into Pokémon Sword and Shield, so Dynamax Deoxys is a contrivance that will likely remain exclusive to the Trading Card Game.

Not sure what makes you say that. It’s factually correct. Deoxys is the only Pokémon VMAX featured in the TCG that can’t be obtained in SW/SH and is therefore unable to Dynamax as it doesn’t appear in Galar.

I think they might mean the fact it’s a fact is baloney; the decision to leave behind certain pokemon in recent games is still a sour spot for many people. SV apparently omits an even larger quantity of pokemon than SwSh did, which likely wouldn’t have been the case if they hadn’t felt possessed to waste development time plastering photorealistic textures over all the pokemon. Those textures fell out of fashion in the TCG years ago, not sure why Game Freak felt they’d be a good idea *now* :v

unless, of course, dynamax/gigantamax ever comes to PoGo, but I don’t know how they’ll handle that lol
