Pretty wild that Ice Beam costs one extra colorless energy and does 20 less damage for the *50% chance* that you MIGHT paralyze the defending Pokemon.

I think Walrein · Dragons Exalted (DRX) #31 takes this concept and makes it work. The second attack costs more and does less, but guarantees the Defending Pokémon will be Paralyzed. The attack just can’t be used consecutively.
