Poké-POWER ⇢ Time Skip
Once during your turn (before your attack), you may have your opponent flip 2 coins. If both of them are heads, your turn ends. If both of them are tails, after your opponent draws a card at the beginning of his or her next turn, his or her turn ends. This power can’t be used if Dialga is affected by a Special Condition.
{M}{M}{C}{C} → Metal Flash : 80
During your next turn, Dialga can’t use Metal Flash.
· Level-Up rule: Put this card onto your Active Dialga. Dialga LV.X can use any attack, Poké-Power, or Poké-Body from its previous level.

This could combo interestingly with NVI Victini. The ability reminds me a lot of the silly Team Rocket’s Tickling Machine in how high-risk, high-reward it is.

It doesn’t work, Victory Star only works with attacks.

Also, you can only reflip coins that you yourself flipped. When you activate Time Skip, your opponent flips the coins in question, so you would be unable to force the reflip…quite reminiscent of Dark Dugtrio, really. Even if there were a way for you to redo non-attack coin flips, sadly this would not work.
I do believe that there will eventually be a card that allows for universal coin-reflips. It’ll just take a few years.

Actually, you can reflip your opponent’s coins in the Japanese version — it was an errata.
But yeah, I forgot it didn’t work with attacks.
