The original JP print of Double Colorless Energy doesn’t have a text box like the EN edition has here¹. This parallels something I’ve noticed about the text of WOTC cards from Base through Rocket and previously wrote about on Pokémon Trader – the text of a lot of cards read less like 1-to-1 translations of the original text, and more like translations that also incorporate language reforms that the JP edition introduced starting in 1998². In this case, rather than a textual nuance that might be hard to notice, that WOTC adapted Gym-era conventions is more readily apparent here – rather than the First Expansion Print of DCE, it’s visually obvious WOTC’s Base Set DCE is based on Japan’s Gym-era DCE³𝄒⁴.
This explains why XY Evolutions’ DCE is relatively unique among Special Energy cards for not having a proper text box – it’s endeavoring to be more faithful to the original JP card by omitting it.

As you can guess, an energy card providing 2 energies without any recoil is broken =)
Kristóf Muzsik
Best special energy there is.

² c.f. Section 1 of this Substack article I wrote a few months ago, Jungle Marowak is a great example – the term “Basic Pokémon” (or its equivalent thereof) doesn’t seem to have actually come into existence in the JP game until their Gym sets, but we know it regularly shows up in the EN TCG starting right from Base Set. https://ambassadortcg.substack.com/i/111462179/part-i-background

⁴ Or possibly vice versa. (I’ll leave it at that so as to not to steal anyone’s thunder.)
