Double Rainbow Energy can be attached only to an Evolved Pokémon (excluding Pokémon-ex). While in play, Double Rainbow Energy provides every type of Energy but provides 2 Energy at a time. (Has no effect other than providing Energy.) Damage done to your opponent’s Pokémon by the Pokémon Double Rainbow Energy is attached to is reduced by 10 (before applying Weakness and Resistance). When the Pokémon Double Rainbow Energy is attached to is no longer an Evolved Pokémon, discard Double Rainbow Energy.

A few Special Energy cards that debut in Gen 3 got refreshed artwork as the era went on;
· Double Rainbow Energy’s refresh is pretty obvious; compare to its MA and EM prints, the background’s gone from pure black to a glowy storm thing (which happens to correspond to the background of δ Rainbow Energy);
· Scramble Energy’s DF print has a different color scheme in the background as compared to its DX print;
· As compared to its TRR print, HP Dark Metal Energy gets a darker background, as well as some additional flourishes.
(Incidentally, Multi Energy feels conspicuous in going through the entire era with a number of prints, in both JP and intl, and never getting any tweaks to its artwork whatsoever.)
