Double Rainbow Energy can be attached only to an Evolved Pokémon (excluding Pokémon-ex). While in play, Double Rainbow Energy provides every type of Energy but provides 2 Energy at a time. (Doesn’t count as a basic Energy when not in play and has no effect other than providing Energy.) Damage done to your opponent’s Pokémon by the Pokémon Double Rainbow Energy is attached to is reduced by 10 (after applying Weakness and Resistance). When the Pokémon Double Rainbow Energy is attached to is no longer an Evolved Pokémon, discard Double Rainbow Energy.

Can this be moved around with Aromatisse or Klinklang? I feel like it should work as long as it is moved to and from an evolved Pokemon but I don’t know the official rulings on it.

It works, because it provides every type of Energy while it’s in play.

You can move it around with any energy mover, but only if it is to evolved Pokémon. It gets discarded as soon as it isn’t on an evolved Pokémon.

Yes. Both units of energy that this card grants provide every type at once.

The original name of this card is Wレインボーエネルギー, i.e. W Rainbow Energy. I think W is occasionally used as a shorthand for “double” in Japanese. But I’m still stumped what “SYN” on the Holon Energy cards means; see my comment on Holon Energy FF DF #84.
