Really not a fan of whoever the goofball art director is that presumably keeps mandating that Dragonite looks angry in its multiprize portrayals. Completely misses the appeal of Dragonite, and has the exact same vibe as old American Kirby boxarts.
If the intent is to make Dragonite feel more “powerful”, it has the opposite effect entirely. Being too strong to even bother with getting pissed off seems way more formidable than these exaggerated eye contortions that its design clearly was never intended for.

I wouldn’t even say it looks pissed off. Certainly not an “exaggerated eye contortion”. What they’re likely going for isn’t “pissed off” and more “This character is battling right now”. Characters usually have neutral-to-serious expressions when they’re fighting, but characters like Kirby and most Pokemon simply don’t have the level of detail required to make complex, so the solution is to give them what most people just simplify to “angry eyes” but the purpose is to show that they’re focused on the fight, probably mid-throwing out a claw swipe here.
I’ve seen anime clips before of an pissed off Dragonite, gives off a waaaaay different vibe than the art of this card

Admittedly a melodramatic way for me to phrase it, lol.
This sort of focused look isn’t dreadful, but it definitely doesn’t feel like it captures the relaxed-and-mystical vibes that Dragonite used to have. The smaller pupils are part of this too.
Dragonite EX from Evolutions is closer to the vibe I have in mind.
Incidentally, the pissed off anime Dragonite (Iris’s Dragonite from Gen 5) is what I believe started the trend of angry Dragonite depictions becoming more common, particularly since the angriest Dragonite card (comparable to the anime one), Dragonite EX from Furious Fists, released in early Gen 6.
