◆ Dragonite’s Poké-Power Tailwind lets your Active Pokémon retreat for free. It’s useful when combined with Pokémon that need a lot of Energy to retreat, or if you want to save a Pokémon that’s become Poisoned or Burned but don’t want to discard any Energy attached to it.
◆ Dragon Tail needs 3 different kinds of Energy, meaning it can take a while to build up the Energy for it. Use cards like Energy Search or the Moonlight Poké-Power on Clefable (B-91) to get the Energy you need from your deck. It’s worth the wait, as it’s a powerful attack that can do up to 80 damage!

Interesting Poke-Power… It’s optional, so it doesn’t always apply. It also directly affects the retreat cost, and doesn’t actually swap your active. I wonder if there are any pros to this approach compared to the other two.

In the e-Card series, you could still retreat as many times as you wanted, but that was changed in the EX series, when retreating was restricted to once per turn.
Additionally, it appears that the original Japanese text intended for the Poké-Power’s effect to apply until the end of the turn, but this was omitted for the international release. And Wizards didn’t issue a ruling for this card, so those who only saw this card in English don’t really know if the free retreat expires at the end of your turn or when the Pokémon leaves play.
