    In the TCG, “Scales” and “Dust” are often used interchangeably–perhaps they’re alternate translations of the same Japanese word? I wouldn’t be surprised, seeing as this Ability is the same as the “Protective Dust” Poke-Body.

      As far as I can tell, that interchangeability only occurs with butterfly and moth pokemon. Which is because butterflies and moths have very fine scales on their wings, which has the texture of dust when they break off. This is why many other Lepidopteran-based creatures in popular culture, most notably Mothra, also often have attacks or abilities that scatter dust.
