What strange wording. An attack has to do some damage to begin with before it can do “more” damage but the way Boost Claw says “each of this Pokemon’s attacks does 30 more damage” sounds like to boosts Taunt too… why not just say Boost Claw does 30 more damage next turn?

Possibly because this was intended to apply to TMs or Pokemon using some variation of metronome or other replication effects. It’s really a damned if you do, damned if you don’t type thing: if you have the attack boost the power of every attacking move the pokemon has, you might confuse some new players who don’t realize that Taunt is not impacted by this; if you say “Boost Claw does 30 more damage next turn,” copied moves would bring a lot of ambiguity into play. The classic example would be a ditto copying an enemy scyther’s sword dance, the opponent switching to sandslash, and then ditto attempting to copy Sandslash’s Slash.
I think, in all likelihood, the developers didn’t consider either of these arguments and instead chose to word the attack the way its worded purely for the sake of keeping it consistent with other cards that have attacks that buff the user’s damage dealing powers.

It doesn’t boost damage from TMs. A Pokémon can use any attack from a TM attached to it, but it isn’t one of its own attacks.
